Proximity Isn't Profitability: The True Cost Calculus of Nearshoring for US Manufacturers

When tariff pressures intensified and global logistics networks buckled under the strain of successive disruptions, nearshoring emerged as a compelling narrative for US manufacturers. Moving production to Mexico, Central America, or the Caribbean promised shorter lead times, reduced freight exposure, and the political optics of regional sourcing. For many executives, the decision felt almost self-evident.

The problem is that proximity on a map does not automatically translate to proximity in operational maturity. A growing number of US manufacturers are discovering, often at significant cost, that nearshore partners can introduce a distinct set of challenges that distant, well-established suppliers do not. Understanding those hidden costs is not an argument against nearshoring—it is an argument for evaluating it honestly.

The Infrastructure Gap That Budgets Rarely Account For

One of the most frequently underestimated costs in nearshoring arrangements is the expense of compensating for infrastructure deficiencies in the partner country. Reliable electricity, consistent water supply, functional road and rail networks, and robust telecommunications infrastructure are assumptions US manufacturers carry from domestic operations. In many nearshore markets, those assumptions are misplaced.

A mid-size precision components manufacturer based in Ohio relocated a portion of its production to a facility in northern Mexico several years ago, drawn by favorable labor rates and proximity to its existing US distribution network. Within eighteen months, the company had invested substantially in on-site power generation, water treatment, and dedicated logistics coordination—costs that had not appeared in the original financial model. The per-unit savings that justified the move narrowed considerably once those infrastructure investments were amortized across production volumes.

This is not an isolated case. Infrastructure gaps are endemic to many nearshore markets, and they tend to manifest not as single large expenses but as a persistent accumulation of smaller costs: generator maintenance, expedited freight to compensate for unreliable local transport, and quality inspection layers added to catch inconsistencies that a more mature supplier base would prevent upstream.

Workforce Development: The Investment Behind the Labor Rate

Nearshoring projections typically lead with labor cost comparisons, and the numbers can appear persuasive in isolation. However, the headline wage differential rarely captures the full cost of building and sustaining a qualified workforce in markets where technical training infrastructure is less developed.

US manufacturers operating in nearshore environments frequently find themselves funding training programs, supervisory overhead, and retention initiatives that would be unnecessary with an established offshore partner in a mature manufacturing economy. Turnover rates in some nearshore labor markets can be substantially higher than industry norms, creating a cycle of recruitment and onboarding costs that compounds over time.

One consumer goods manufacturer in the Southeast shifted packaging operations to a Central American facility, projecting a 22 percent reduction in labor costs. After accounting for training investment, quality-related rework, and the cost of deploying a US-based quality manager on a semi-permanent basis, the realized savings over the first two years were closer to 8 percent—a positive outcome, but a far cry from the original projection.

Quality Consistency and the Cost of Catching Problems Late

Quality inconsistency is perhaps the most operationally damaging hidden cost in nearshoring arrangements. When a supplier lacks established quality management systems, process discipline, or the technical depth to maintain tight tolerances, problems migrate downstream. They surface in incoming inspection, in warranty claims, or—worst of all—in the field.

The cost of a defect caught at the supplier's facility is a fraction of the cost of a defect caught at the customer's receiving dock, and an order of magnitude less than a defect that reaches an end user. Nearshore suppliers with limited quality infrastructure shift that cost distribution toward the expensive end of the spectrum.

US manufacturers should scrutinize quality metrics with the same rigor they apply to price comparisons. Requesting historical defect rate data, conducting on-site process audits, and benchmarking against industry standards before committing to a nearshore arrangement can prevent the kind of retrospective accounting that too often follows a problematic transition.

Scalability Constraints and the Growth Ceiling

Nearshore arrangements can also impose scalability constraints that only become apparent when a manufacturer needs to respond to demand growth or product line expansion. Facilities with limited capital investment, workforce pools concentrated in specific skill sets, and supply chains dependent on imported inputs may struggle to scale alongside a growing US customer.

This creates a strategic vulnerability that extends beyond cost. A manufacturer whose production partner cannot scale is effectively capped in its own growth trajectory, at least for the product lines tied to that partner. The cost of transitioning to a new supplier—qualification time, tooling investment, production ramp-up—can be substantial, and it rarely appears in the original nearshoring analysis.

A Framework for Honest Evaluation

None of this is to suggest that nearshoring is inherently flawed. For the right product categories, the right partners, and the right operational contexts, it can deliver genuine value. The discipline lies in evaluating it honestly rather than optimistically.

US manufacturers considering nearshore arrangements should apply a total cost of ownership model that explicitly captures infrastructure investment requirements, workforce development and retention costs, quality assurance overhead, and scalability assumptions. They should conduct thorough operational due diligence on potential partners, looking beyond price sheets to assess process maturity, management capability, and capital investment trajectories.

Geographic proximity is a logistical attribute, not an operational one. The manufacturers who extract durable value from nearshoring are those who treat it as a supply chain decision requiring the same rigorous analysis as any other strategic investment—not as a default response to tariff headlines or a shortcut to supply chain resilience.

The distance between a supplier and a US facility may be short. The distance between a nearshore arrangement that delivers on its promise and one that quietly erodes margins can be considerably longer.
